Role
A Lead Advisor is a person or organisation, chosen and appointed by the tenants/residents group, who will guide the group through the developing Tenant Management or Local Management Agreement development process.
The Lead Advisor should ensure that the group has sound information on which to base their decisions, be conversant with the new Common Assessment Model (CAM) and Approved Assessor Service procedures and ensure that appropriate training and development activities are provided.
A Lead Advisor will prepare all the funding applications and claims whilst the group’s status is unincorporated.
Further information on the role of a Lead Advisor can be found in Residents Choice.
Appointing a Lead Advisor
Groups are strongly advised to refer to information regarding the appointment of a Lead Advisor in Residents Choice and on the National Federation of Tenants Management Organisations (NFTMO) website www.nftmo.com and to discuss the appointment process with either the Tenant Participation or Resident Involvement teams of their landlords. They should be able to provide sound advice on procuring the services of a Lead Advisor.
Groups should note that before any Lead Advisor is appointed, they should ensure that the Lead Advisor has submitted a Financial Pre-Qualification Questionnaire (FPQQ) to the Housing Corporation’s TEP team and checked with the TEP team that the Lead Advisor is eligible to receive TEP grant .
TEP grant will not be paid to any Lead Advisor that has not successfully completed this process.
