Before applying for funding a tenants and residents group should work with its landlord to analyse the housing and service issues and the various ways the tenants could have more control of the way their homes are managed.
Therefore, if there is currently no existing representative tenants or residents’ group it will be necessary to establish one. TEP funding cannot be used to set up a tenants or residents' group as this should be funded as part of mainstream tenant involvement work, by landlords.
Before any application for funding is made, the group should find out more about their tenant management options before applying for funding and consider:
- what changes tenants and residents in the area want to see in the housing and other services which affect their homes and neighbourhood;
- how tenants and residents working with their landlord can help to make these changes happen, and;
- what their tenant management options are.
A Pre-application Questionnaire (PAQ) is available for groups to download to develop their idea.
Where tenants, through working with their landlord and/or others, can demonstrate through the PAQ that they wish to put in place a form of tenant-led control, they should submit the PAQ to the Housing Corporation at tenantempowerment@housingcorp.gsx.gov.uk to see if their ideas are eligible for TEP funding. If they are, they will then be able to begin recruiting a Lead Advisor to work with them to 'Explore the Options'.
