To fully realise the benefits of NROSH it is important that all landlords are submitting complete and accurate data.  But please don't forget that we're not asking for all NROSH data fields to be supplied at the moment.  For further details of your requirements by the target dates please see this table.

Background

NROSH collects social housing property level data from England's Local Authorities (LAs) and Registered Social Landlords (RSLs).  When complete, NROSH will become a single data repository of social housing stock covering the whole of England to provide better quality, more flexible and consistent data for analysis and reporting as well as reducing the data reporting burden on data providers.

NROSH is a joint initiative between the Housing Corporation and Communities and Local
Government and aims to deliver quality data to providers and stakeholders across the sector.

The approach employed by NROSH is to collect data on individual properties, by extracting data directly from housing management systems through software "toolkits". Further details on toolkits are available on the CLG website.

For the Housing Corporation, NROSH will replace the vast majority of the collection of the Regulatory Statistical Return (RSR).  For CLG, NROSH will replace sections of the Housing Strategy Statistical Appendix (HSSA), Business Plan Statistical Appendix (BPSA), Housing Revenue Account Subsidy Claim Form (HRASC) and Housing Flow Reconciliation (HFR) LA Statistical Returns as well as a reduction in ad-hoc requests.

The Director of Regulation at the Housing Corporation, Clare Miller, recently encouraged RSLs to submit data to NROSH by stating;

"The Housing Corporation (HC) is working towards full implementation of NROSH from 2009/10 and is strongly encouraging RSLs to work with the HC.  The HC is planning to replace the Regulatory Statistical Return (RSR) with NROSH from 2009/10, with the last RSR parallel run in 2010/11.

From now on the RSR will be frozen to the 2008 data standards to align the RSR to NROSH data standards Release 4. In late 2007, the HC will run a series of seminars to provide further information."
