The Private Finance Initiative (PFI) is a key option for local authorities, and their tenants, to attract additional resources to help meet the Decent Homes target. This Guide sets out the background to the PFI and its application to social housing projects, the roles that housing associations can play and the importance of a robust risk management and governance framework.

The guide also outlines the PFI procurement process and the main issues an association should consider in bidding for and delivering a PFI contract.
