Source 54: A question of investment. From funding bids to black and minority ethnic housing opportunities

A research team from the Centre for Regional Economic and Social Research at Sheffiled Hallam University was commissioned by the Housing Corporation to undertake research into the translation of approved bids into BME housing opportunities. A phased approach was devised. Stage One involved an exploration of data held by the Housing Corporation regarding the 5659 general needs schemes identifying minority ethnic households as their main or secondary ethnic target that were funded through the ADP in the five year period 1993/94 to 1997/98. Stage Two analysed lettings and re-lettings since completion through until 2000 in 24 schemes developed and managed by 19 (11 BME-led and eight white-led) housing associations that were funded on the basis that they would accommodate minority ethnic groups. Stage three reviewed policy and practice in 19 BME-led and white-led housing associations (including four in-depth case studies) managing a sample of schemes funded on the basis that they would accommodate minority ethnic groups.
