Good practice in board management may be the building blocks of success, but there's no guarantee those building blocks will self-construct the edifice we want.

The study by Compass Partnership for the Housing Corporation took this view as a starting point and sought to assess Chairs', other board members' and Chief Executives' own assessments of the challenges they face in fostering an effective governance environment for their RSLs. It shows in an authoritative way that boards experience barriers to effective governance from four sources:

  • Recruiting the right people for the job
  • Managing and motivating them
  • Recognising and rewarding them
  • The charity model of governance itself
