On 5th February 2003, the Deputy Prime Minister announced the establishment of the Home Ownership Task Force as part of the Government's Sustainable Communities plan. The Task Force set out to examine the routes and methods by which those in housing need can be helped to meet their home ownership aspirations in a way that ensures the sustainability of that ownership and is cost effective and, in particular, to look at what could be done to help tenants and those on waiting lists move into home ownership without the loss of social housing.
