Allocations have been made over two years to begin giving greater certainty for longer term programme planning. The allocations reflect the innovative partnering approach between the Housing Corporation and housing associations and were made on the basis of consultation with local authorities and other stakeholders. The strategic priorities for the South West were set by the South West Housing Board in Strategic Priorities for the South West published by the Board in July 2003 and combined the Approved Development Programme (ADP) with the Housing Investment Programme (HIP) resources to form the Single Housing Investment Pot (SHIP).
