Delivering Affordable Housing in a Challenging Residential Market

During several years of rapid house price growth it was relatively easy for local planning authorities to seek ever increasing planning contributions from developers seeking consents for residential or mixed use schemes.

Whatever extra requirements were sought by councils, including additional affordable housing, extra value generated by inflated prices and rents would cover them.  However, now things have changed. Excessively high house prices mean that first time buyers cannot access the market and have been hit further by the recent credit crunch.

Meanwhile, banks are not lending as attractively to either borrowers or developers as before. Even though house prices are now falling in many parts of the country, confidence is low and people are reluctant to buy until prices have fallen still further. With the potential for less value being achieved from developments and councils continuing to seek additional planning gain, the equation increasingly does not work.
