Updated REC Chapter

Please note that the REC chapter has been updated to remove inconsistencies surrounding the use of the word 'receipt' in relation to grant recovery.

To summarise, the Corporation expects that associations recover grant from receipts generated from relevant events (detailed in the REC Chapter), for example, the redemption of equity loans and disposals; and that grant is then either recycled or paid back.
