The study found that a general aspiration towards home ownership but that this was lowest among housing association tenants, possibly because many did not consider it feasible for themselves. The study found that most people favoured the tenure they were already in and that attitudes had been reasonably consistent over time, even following the fall in the housing market in the late 1990s.
