Housing Corporation announces statutory inquiry and statutory appointments at Black Roof Community Housing Association
The Housing Corporation has met with representatives of the Board of Black Roof Community Housing Association to advise them that it has instituted a statutory inquiry into the affairs of the association and made three appointments to its Board.
The inquiry will conduct investigations into the governance, management and viability of the association.
The Corporation has appointed James Tickell, a Consultant, and Elizabeth Wilson, a Financial Consultant, to conduct the inquiry. They are empowered to receive any information and documents that they believe may be relevant to the inquiry. At the end of the inquiry they will report to the Corporation’s Board.
The appointees will provide the Board of the association with additional skills and expertise. The appointees are:
- Fred Angole, Resources Director, Gallions Housing Association.
- Paul Doe, Group Chief Executive, Shepherds Bush Housing Association.
- Victor Da Cunha, Managing Director, East Homes

- Black Roof Community Housing Association is a black and minority ethnic led housing association which was founded in 1980. It is a registered social landlord based in Stockwell, London. It owns and manages 187 homes in the London Boroughs of Lambeth and Southwark.
- The Housing Corporation is the Government Agency responsible for the regulation and investing in over 1,500 housing associations in England. Its investment programme of £3.3billion for 2004-06 will fund over 67,000 affordable homes. 16,000 of these will go to key workers and 25% will use some form of modern method of construction.
