Pre-feasibility grant: grant application

RTM Pre-Feasibility grant is available to enable tenants’ groups in England to work with an agency to undertake new or continuation pre-feasibility work where tenants want to consider tenant management under the Right to Manage.

Funding will not normally be available to carry out Pre-Feasibility work where an Options Study has already been undertaken in the same area. 

Ceiling costs

The total costs for the Pre-Feasibility Study should not exceed £4,620 for 25 dwellings, plus £9 per additional eligible dwelling.

RTM grant will provide 100% of the costs involved in an application for Pre-Feasibility grant.

Making an application for Pre-Feasibility Study grant

The agency should submit the completed application for Pre-Feasibility grant (available on this page) to the Resident Involvement Section at the Corporation at least 4 weeks before the work is due to start.  Work started prior to receiving the consent of the Corporation will be carried out at the agency’s risk. The Corporation will generally process applications for grant within 20 days of receipt of a complete submission.

Supporting documentation

The following information must be attached to the application for Pre-Feasibility grant.  Incomplete submissions will not be processed and will be returned to the agency. 

  • An outline of the project, including a note explaining the extent and nature of liaison with the local authority
  • A work programme identifying key themes, together with a full breakdown of forecast input hours, i.e. travel time (TT), preparation time (PT) meeting time (MT) and total hours 
  • Total number of dwellings, together with a breakdown between local authority, specifying freeholders, RSL, etc.
  • Itemised Work Programme Costings schedule, identifying the cost of agency hours plus any additional direct costs (which must be clearly explained and split between two financial years where necessary)
  • Details of any previous Tenant Empowerment Programme work carried out on the Estate.
