The Operational Guidance for AC inpsectors and HC regulators has been updated following the revised Memorandum of Understanding and Joint Work Plan published in February 2007.  The main changes are:

• Updated roles and structures in both organisations and updated processes following AC business systems review;
• Revised arrangements for inspection of groups;
• Sharing of more information (SACS, AVR, HA's AC self assessment);
• Statement of linkages/differences between AC's judgement on capacity to improve services and HC regulation of governance;
• Streamlined arrangements for agreeing the post-inspection action plan, and signing off when completed by the association;
• Arrangements for gathering information from HC Investment staff to inform inspections of LA's strategic housing functions;
• June start to any new arrangements.

Field inspection specialists have been involved in the redrafting of this guidance, and should be able to answer any queries in the first instance.
