This study identifies the key factors that might see residents move towards a system of self-regulation; one that would place them at the heart of their housing associations’ decision making. The research looks at the suggestion that this an area where tenants might be better able to direct and assess an organisation’s performance and the way that it operates. This is the first part of a larger project on self-regulation in housing associations; it includes examples of innovative current practice drawn mostly from Audit Commission 2005-2006 inspection reports.
