Sector Study 61: Sector restructuring

The housing association sector has been subject to considerable restructuring over the past
few years. Previous research has mapped the long-term restructuring of the sector, highlighted the pace of change since 2000 and explored the key drivers and change processes involved for individual associations. Analysts have also investigated the nature of the changing organisational forms developed to accommodate inter-landlord agglomeration, as well as commenting on the processes involved. Mainly drawing on Housing Corporation RSR data and records of constitutional change transactions for individual associations, this report analyses the scale and nature of sector restructuring in the period 2002-07. It also examines impacts on sector-wide concentration of stock ownership. The research was conducted by Hal Pawson and Filip Sosenko of Heriot-Watt University, Edinburgh with expert advice from David Mullins, University of Birmingham.
