Housing transfers - Twenty years of better homes
The first transfer of homes from local authority to housing association ownership took place in 988. By the end of October 2006, one million homes had been transferred. All of these homes have been improved or are being improved to meet the Decent Home Standard and, in many cases, a higher standard agreed with the transferring tenants. These transfers have been voted for by a majority of tenants as part of a comprehensive tenant consultation on each transfer proposal.
This publication sets out how housing associations have upgraded the homes that have been transferred to them and made the neighbourhoods they are in safer, while giving tenants a say over the improvements and also promoting their wider involvement in how the association is run.
