This is a joint piece of work undertaken by English Partnerships, the Advisory Team for Large Applications (ATLAS) and the Housing Corporation, and led by English Partnerships’ National Consultancy Unit.

The team set out to consider to what extent the use of mechanisms such as cascades, could assist in improving the delivery of Affordable Housing (AH) via planning obligations, particularly to achieve greater certainty, clarity and transparency. The Government wants a more responsive house building sector and planning system that can increase the rate of housing delivery.
