  • The Corporation's Board is responsible for ensuring that the Corporation carries out its regulation, funding and promotional tasks effectively. The Chairman and members are appointed by the Secretary of State for Communities and Local Government. A register of the interests of Corporation Board Members is available for inspection by the general public at the Corporation's headquarters and the Board has adopted a Code of Best Practice, which is also available to the public.

  • Peter Dixon
    Chairman

    Chairman: Peter Dixon  Peter Dixon has been Chairman of the Corporation since October 2003. Prior to that he had been a voluntary board member of Housing Associations since 1974, most recently Anglia Housing Group and London & Quadrant Housing Trust.

    He is the Chairman of University College London Hospitals and a Trustee and Council Member of the NHS Confederation. He is also a lay member of the Information Tribunal. His business career includes running a variety of industrial companies as well as extensive experience in banking and corporate finance.


  • Shaukat Moledina
    Deputy Chairman

    Deputy Chairman of the Board: Shaukat Moledina  Shaukat Moledina, was until recently, the major shareholder and Chairman of a successful start-up national group of companies which he formed to provide Healthcare services. The Group subsequently diversified and expanded its activities to include the provision of specialisd management support to Financial Institutions, working at Board-level to advise and implement major change strategies and business turnarounds.

    Currently he is Vice President of United Response, a leading charity engaged in the provision of care services to individuals with learning disabilities, as well as a trustee and main Board Member of Save the Children.

    Previous government appointments include serving on the Board of the NCSC, an NHS Trust, and as a special trustee to the St Mary's Hospital NHS Trust in London. In addition, he has served on the Boards of Housing Associations, was the Chairman of Barnsley Council Inspection Advisory Committee, and a member of York University's Advisory Board with the College of Health Studies.


  • Sir Bob Kerslake
    Chief Executive Designate

    Sir Bob Kerslake board member picture  Sir Bob Kerslake has recently been appointed as the first Chief Executive of the new Homes and Communities Agency (HCA), and began in post on 31 March 2008. The new agency will be key to delivering the 3 million new homes by 2020 pledged by the Prime Minister. He will initially take responsibility for overseeing the development and implementation of the agency, and will then become its first Chief Executive when the agency begins operating on 1 April 2009.

    Since 1997 he has been Chief Executive of Sheffield City Council, the fourth largest in England. The Council is rated as a four-star authority and was Council of the Year in 2005. The City Council serves a population of approximately 513,000, employs approximately 18,000 staff, and has a gross budget, including housing, of over £1billion.

    Sir Bob was previously with the London Borough of Hounslow initially in the post of Director of Finance and then for seven years as Chief Executive. Prior to that, he was with the Greater London Council, handling Transport Finance, and then with the Inner London Education Authority, where he was responsible for their main accounts with an expenditure in excess of £1bn.

    Whilst at Sheffield Sir Bob has been committed to many organizations benefiting both the local community and the region. These have included being a Director of South Yorkshire Passenger Transport Executive, Vice Chair of Sheffield First Partnership, Co-chair of the Safer Sheffield Steering Group, Member of South Yorkshire Partnership and Co-Chair of Sheffield Partnership for Health.


  • Steve Douglas
    Chief Executive

            Steve Douglas Board picture  Steve Douglas is the Chief Executive of the Housing Corporation, the Government's national affordable homes agency, and regulator of the activities of RSLs. He joined the Corporation in April 2001 as Director of Investment and Regeneration for London and was made overall Director for the London Region in 2004. He was then made Deputy Chief Executive in 2005.

    He is the former head of a number of housing associations including, Chief Executive of ASRA Greater London Housing Association. Prior to that he worked as Development Manager with a large regional housing association and also served as a member of the National Federation’s Housing Management and Maintenance Committee.
     
    Steve was also a Commissioner on the Government’s Commission on Integration and Cohesion and Vice-Chair on the Housing Corporation’s Design and Quality in the Thames Gateway
    Commission.

    Steve is a member of the transition team chaired by Baroness Ford, set up  to manage the creation of the Government's new homes agency to be formed from the coming together of the investment role of the Housing Corporation, English Partnerships and some delivery functions from the department for Communities and Local Government.

  • Candy Atherton

    Board member: Candy Atherton  Candy Atherton has her own PR and Public Affairs consultancy in Cornwall and is a Parliamentary Consultant. She was previously MP for Falmouth and Camborne in Cornwall, for 8 years, and during that time was a founding director of a Cornwall Urban Regeneration Company, and on the DEFRA Select Committee in parliament.

    Candy began her career as a journalist, and has also been a councillor, and Mayor, at Islington Borough Council. In addition, she has worked on various schemes for tenants, young offenders, and homeless people. Candy currently holds no other public appointments.


  • Kate Barker

    Board member: Kate Barker  Kate Barker has been a member of the Bank of England Monetary Policy Committee since 2001. She has been an advisor to the Government on UK housing supply policy and planning policy. Kate led the Review of Housing Supply, commissioned by Government, and published in 2004.

    In the past, she has also been Chief Economic Advisor at the CBI and on the board of the Yorkshire Building Society. Kate is Chair of Governors of Anglia Ruskin University.


  • Sheila Drew Smith

    Sheila Drew Smith  Sheila Drew Smith is an independent management consultant specialising in business and organisational appraisal. She is a member of the Board of the Audit Commission, and also serves occasionally as an Independent Assessor for the Office for the Commissioner of Public Appointments.

    She chairs the charity 'Action for Bow' in the East End of London, which was established following the completion of the work in June 2004 of Tower Hamlets Housing Action Trust, of which she was Chair.

    Her previous career as an economist included working for HM Treasury, and as a Partner in Deloitte Haskins and Sells (later Coopers and Lybrand). She has been Chair of Broadmoor Hospital Authority, Vice Chair of Circle 33 Housing Association and a board member of Ordnance Survey. In addition, she has been a Trustee of the Centre for Economic Policy and Research and Vice-Chair of the University of East London. She chairs the Housing Corporation Registration Committee.


  • Julie Fawcett

    Board member: Julie Fawcett  Julie Fawcett has been a local authority tenant for 22 years. She chairs the Stockwell Park Community Trust, a Tenant Management Organisation and charity running a youth project for local young people.

    She has been a lay visitor to Lambeth police stations and a board member of Brixton Challenge. She was co-opted to the board of the Waltham Forest Housing Action Trust until 2002.

    She has strong tenant links in South London and the North of England.


  • Chris Holmes

    Board member: Chris Holmes   Chris Holmes is self-employed as a researcher and writer. Chris currently sits on the Youth Justice Board. His book on the history of the Notting Hill Housing Trust, 'The Other Notting Hill', was published in November 2004. In addition, "A new vision for housing" was published in January 2006

    Chris was Director of Shelter from 1995 to 2002, and before that was Director of Housing for the London Borough of Camden. He was Chair of the Mayor's Housing Commission for London, and has also held director positions at CHAR (the Housing Campaign for Single People), East London Housing Association, Society for Co-operative Dwellings and North Islington Housing Rights Project. He was awarded the CBE in 1998 for his services to homelessness and Shelter.


  • Donald Hoodless

    Board member: Donald Hoodless  Donald Hoodless was Chief Executive of Circle 33 Housing Trust until June 2005. He also Chaired G15 - an informal group of the 15 largest housing associations in London. He is currently Chair of the Royal National Orthopaedic Hospital Trust and Chair of Skills for Care (part of the Sector Skills Council for Care and Development).

    Donald was formerly Chief Executive of Notting Hill Housing Trust, and before that worked at the Post Office and the Greater London Council as an economist. He is also a former Leader of Islington Council.

    He has held non-executive roles in the area of Health at Camden and Islington Mental Health NHS Trust and West Middlesex University Hospital Trust.


  • Kevin Lavery

    Board member: Kevin Lavery  Kevin Lavery is Managing Director of Public Sector Solutions, Enterprise Plc. Enterprise provides maintenance services and has an annual turnover of circa £430m with £200m related to local government activity. Prior to this he was Chairman of Agilisys. He has extensive experience in Local Government having joined Newcastle City Council in 1997 as the youngest chief executive in the country at the time. Kevin has worked as a senior manager in Price Waterhouse and has also worked for Westminster City Council, Kent County Council and the London Borough of Bexley.


  • Sir Duncan Michael

    Board member: Sir Duncan Michael  Sir Duncan Michael is a Director of the Arup Trustee companies, and was Chairman of Arup Group (consulting engineers) from 1995 to 2000. His career has largely focused on works for the built environment as a consulting engineer, including urban building, roads and railways in many countries.

    He has created successful businesses in China, California, New York and Turkey. His business focus is change management and corporate ownership. He gives support to education for the built environment through roles at Aberdeen, Cambridge and London Universities and the Royal Academy of Engineering. Sir Duncan was appointed to the Board in October 2000.


  • Sandi O'Neill

    Board member: Sandi O'Neill  Sandi O’Neill was a consultant in the not-for-profit sector specialising in governance, strategy, operational and organisational planning from 1995.  She has an MBA from London Business School and a background in private equity finance, latterly as a Director of Mercury Asset Management.

    Sandi is a lay member of the Finance & Tax Tribunals, appointed by the Lord Chancellor, for which she receives a hearing fee of £252 per day.  Her previous public sector appointments were as the independent member of the Advisory Board of the Queen Elizabeth 11 Conference Centre and as the Vice Chair of the Law Society’s Compliance Board.  She was also a trustee of Shelter.


  • Peter Rogers

    Peter Rogers  Peter Rogers is Chief Executive of Westminster City Council. Before this he was Deputy Chief Executive and Director of Resources at the council. Before Westminster, he carried out several roles at West Midlands Travel Group, culminating in his position as Commercial Director. Peter is also a member of the Central London Partnership Executive, which is the focus for public private partnership in central London. He is a member of the Chartered Institute of Public Finance and Accountancy, Institute of Personnel and Development, and the judging panel for the LGC awards for local government. He also lectures at Institute and professional seminars. This is his first non-executive role.


  • John Walker

    John Walker  John Walker was appointed Chief Executive of English Partnerships on 2 January 2007.

    He was previously the agency’s Chief Operating Officer and since joining English Partnership in 1994 he has held the posts of Chief Accountant, Finance & Commercial Director and Regional Director for the North East, Yorkshire & East Midlands.

    He has twice held the position of Chief Executive on an interim basis in Spring 2006 and between July 2002 and March 2003.

    He represents English Partnerships on the Investment Board of the Department of Communities & Local Government and as a Director on the Boards of Priority Sites Ltd, English Cities Fund, the Land Restoration Trust, Network Space Ltd., and Hull Citybuild.

    Prior to joining English Partnerships he specialised in regeneration and property development with Stoy Hayward Consulting and has held senior financial and commercial appointments with Teesside Development Corporation, Northumbria Police and various local authorities in the North East.
