Housing Corporation Assessments (HCAs)

Every housing association with more than 1000 homes is continuously assessed on its performance under our Regulatory Code, which judges viability, governance and management, and on how well it has used any Corporation funds it has been allocated.

Our judgments are summarised in a Housing Corporation Assessment (HCA), which is updated as a part of the ongoing regulation process. HCAs play a central role in the Corporation's regulation of the sector.

The HCA consists of a performance summary in the form of "traffic lights" in four key performance areas and a narrative giving more detailed information.

As part of the Corporation's ongoing work to strengthen our regulatory approach, we are implementing a number of amendments to the process for issuing Housing Corporation Assessments (HCAs).

This includes changing the way in which we issue HCAs, so that they are more responsive, and introducing measures that will assist readers’ awareness of the status of publications on our website.

We have changed the timetable for reviewing HCAs away from an automatic reassessment being undertaken on the 1 or 2 year anniversary of publication of an HCA .  Instead, an HCA will be republished when key events, such as a merger or an inspection visit have taken place or where there is a change in our regulatory judgement of the association for any reason.  We now publish HCAs once a month, rather than weekly.

We are keen to ensure greater transparency in the review process and to enable our stakeholders to rely confidently on the material in our HCAs.  HCAs that are under review each quarter will be indicated on our website, together with the date when a reissued HCA can be expected.

HCAs will necessarily change as we move towards the establishment of the Tenant Services Authority, and we will be giving further consideration as to how the HCA product will evolve during this time.
